PROJEK TERBANGKALAI? SALAH SIAPA?

Projek yang dimaksudkan adalah dalam kawasan Dewan Bandaraya Kota Kinabalu, Sabah.


Projek bangunan kediaman rumah guru yang terbangkalai ini jaraknya hanya lebih kurang 2.0 meter sahaja daripada sungai.

Kita sering mendengar selalunya pihak kontraktor yang dipersalahkan kerana tidak dapat menyiapkan sesebuah projek dalam tempoh yang telah ditetapkan. Jesteru itu, kontraktor akan disenarai hitamkan oleh pihak-pihak yang tertentu dan projek yang ditinggalkan itu kadang kala dibiarkan begitu sahaja. Sekiranya diteruskan semula, ianya akan menggambil masa yang agak lama kerana proses untuk mengeluarkan tender semula atau menlantik kontraktor yang baru bukannya mudah.

Namun hakikatnya projek yang terbangkalai lambat laun akan diteruskan juga kecuali ianya adalah projek dalam kategori "tidak penting" atau pun " Non Priority Project". Di salah sebuah kampung dalam kawasan parlimen Sepanggar lain pula ceritanya.

Cadangan projek untuk pembinaan dua buah unit kediaman guru telah diluluskan dan kerja-kerja telah pun dimulakan. Yang menghairankan, tiba-tiba sahaja projek tersebut dihentikan atas arahan pihak Jabatan Kerja Raya atas sebab tapak rumah tersebut tidak sesuai kerana di bina berhampiran dengan tebing sungai.

Siapa pula yang meluluskan tapak tersebut pada awalnya sebelum projek dimulakan? Dan siapa pula yang melantik kontraktor dan mengarahkan supaya kerja-kerja pembinaan boleh dijalankan?

Bukan saja pihak sekolah yang rugi kerana tidak dapat menempatkan guru-guru mereka yang memerlukan kediaman tersebut malah wang rakyat telah dibelanjakan dengan begitu sahaja. Pembaziran seperti ini tidak boleh dibiarkan dan diterima sama sekali kerana jumlah wang yang telah dibelanjakan boleh diguna pakai untuk perkara-perkara lain yang boleh membawa manfaat kepada pihak sekolah yang memerlukannya.






Sejak projek ini diberhentikan, tapaknya telah menjadi medan permainan murid-murid sekolah. Ianya sangat merbahaya kerana terdapat benda-benda dan alat-alat tajam untuk pembinaan seperti paku, dawai dan besi masih kelihatan berselerakan.






Saya sudah cuba untuk mendapatkan komen daripada pihak tertentu sehingga hari ini masih belum lagi berjaya untuk mendapatkan sebarang jawapan atau penjelasan. Adakah ini satu pembaziran yang disengajakan? atau kecuaian daripada pihak jabatan pelajaran negeri yang mengurus projek ini. Kita harus juga mengambil kira tentang tugas dan tanggungjawab juru perunding yang dilantik oleh kementerian pelajaran. Mengapakah mereka gagal untuk menasihati majikan mereka tentang kesesuaian tapak tersebut?

BASIC UNDERSTANDING OF SATELLITE TELEVISION


Unlike terrestrial television, which uses a series of land-based transmitters, satellite television relies on satellites positioned some 22,000 miles above the earth's surface.
By revolving with the earth in geostationary orbit, these are powered by solar energy and maintain a constant position above us.
There are now literally hundreds of satellites in the sky, although not all broadcast television programmes ( satellites can have many different functions including telephony and global tracking ) and many of these satellites, their beam or "footprint" does not cover Malaysia.
It is the Measat satellites that interests us most because all the televison and radio channels we received on Astro are transmitted from this satellites.
More than 400 of transponders are available on Measat and Astro which are the only satellite tv providers for Malaysia has more than 100 of these on measat . All the channels are scrambled and have to be paid for.
To receive some of the basic packages, viewers need a decoder and have to subscribe to receive the smart card which "unlocks" the decoder. The system encryption that Astro are using are known as DVB, Mediaguard 2, videoground and cryptoworks. Then there are the radio channels. Each transponder has a stereo subcarriers, and these can be used for either added language soundtracks or for satellite radio.
Picking up the Astro channels is easy. All you need is a satellite system, usually comprising a receiver and a dish. Viewers in most parts of the country need a 60cm dish while in some parts where the signal is weaker, an 80cm dish is needed to achieved between 80%-90% signal strength but most of us would be able to receive between 74%-80% which is good enough.
Prices to purchase a system now are very reasonable, one have to pay only the installation costs which is around RM50 and subscribe to a minimum channels on offer by Astro. For reception of the Astro channels, the dish has to face the measat satellite, positioned at 91.5 degree west.
Ideally you will have a west facing wall which the dish can be put on, but this is not essential. Nor does it matter how high the dish is located as long as it has clear sight of the satellite. Many house buyer nowadays take into account the wall that the house is facing so that they could erect the dish there inorder to receive Astro. If the house is facing east and the backyard are covered by tall buildings then its up to the installer to locate its suitability.
A good and proper trained installer will make sure that the dish is located on your property discreetly.

AUDIT PHASE ONE MOE SOLAR HYBRID SYSTEM PROJECTS FIRST BEFORE IMPLEMENTING PHASE TWO

The second phase for the supply of solar hybrid systems to the balance of 120 remote schools in Sabah was announced by Ministry of Education in February 2009. RM400 million is being allocated by the government and being distributed as follows :-

* RM100 million to a company on a direct negotiation basis
* RM200 million on a restricted tender basis whereby six companies have been shortlisted AND
* RM100 million on a restricted tender basis whereby 13 companies have been shortlisted.

Some magic and amazing things may have occurred here whereby six companies will go for the RM200 million bid and 13 companies will go for RM100 million bids. How is this justifiable?

Majority of those companies that bid for the RM200 million projects have delivered some good electrical related works in Sabah but little is known about their experience in the supply of solar hybrid systems.

Whilst for the 13 companies that bid for the RM100 million projects, many of them are still uncertain whether they are in for a fair or unfair bid. There are a few Sabah based companies who have good track record and experience in the supply of the solar hybrid system but were not even considered for the tender.

Whatever reasons JKR and MOE might have for excluding certain other companies from the tender remain a mystery, especially when many of the companies shortlisted for both the restricted tenders are not known to have any experience in the supply of the solar hybrid system.

JKR have come up with their specifications for this second phase job also and the specifications look similiar to what have been delivered in the phase one where all sort of problems have occured.

Solar hybrid engineers and technicians anticipated that the specifications provided by JKR for phase two may have problems. TNB ( Tenaga Nasional Berhad ) which was supposed to be appointed as technical advisor for this second phase projects had never been consulted and they should be called to verify the specifications and the proposed system as they are known to have more experience compared to JKR in this solar hybrid system.

The only wise thing to do is to KIV this phase two project for now and audit the phase one for trial and error purposes. Projects which has been executed by the earlier four companies to check and confirm whether the systems supplied plus quality of work delivered are in accordance to the standards required. Only then standards or specifications could be determined for the second phase project.

I proposed that an independent party such as Pusat Tenaga Malaysia be appointed to conduct the audit on behalf of the government. The tender should also be re-opened to all interested bidders especially suitable and qualified Sabah based companies with proven track records in the supply and installations of the solar hybrid system.

Sabah based firms should be given priority. Only if there is none suitable, qualified and available then other Malaysians companies be allowed to participate.

According to realiable sources, MOE are reviewing all the tehnical specifications involved in the systems and the cost of the projects as proposed and approved earlier. If this actually happens, MOE can save millions of ringgit which could be use to upgrade or built new schools and other facilities and infrastructure needed urgently in the rural and remote areas of Sabah.

LATEST INFO I HEARD THAT MANY COMPANIES ARE LOBBYING FOR THIS PROJECTS THROUGH NEGOTIATIONS PROCESS. THEY HAVE THE RIGHTS TO DO SO. ON THE OTHER END, THE MINISTRY OF EDUCATION SHOULD ONLY AWARD TO THOSE WHO ARE CAPABLE AND HAD THE EXPERIENCE ( IN THIS FIELD ) TO AVOID ANY INCONVENIENCES TO THE END USERS IN THE NEAR FUTURE.
